Iframe over layout built in Photoshop

I have a layout that I built in photoshop and I wanted to know if there was a way to make an Iframe go over the image so when people clicked the navigation links it would load up in the iframe.

The key also would be the image under the iframe would have to be visible, so I am guessing the iframe would have to be transparent. Heres a temporary link to the site I am tryin to use.
