If you've got images with smooth gradient fills keep them as JPG generally, because GIF is limited to 256 colours and can't represent the range of colours you'd like. The only other alternative is 24-bit PNG which will be huge. GIF may be OK for smaller images where the limitation in pallette isn't so noticeable.

I'm not sure if image slicing is a way to go to reduce load times. It seems doubtful but never tried it. Someone else probably has though!

As for some websites seeming snappy, despite images, there are many factors but if you can make your website look good and be half the size it normally is that can't be a bad thing. :)
