Perhaps you should consider using IFRAME which seems to fit the description you gave. Follow this link to the parent tutorial page -

Here is an example of IFRAME in action -

This is one of my personal sites with links to webcams (scenic and traffic cams only) across Canada. This page is a combination of FRAME tags and IFRAME tags. Scroll down the menu frame on the and click on the link for Halifax Harbour. This opens a new window in the right frame showing the webcam, additional links and maps showing the location of the camera. The two maps are actually small separate web pages placed in the window without borders and without scroll bars. If you "view source" for the frame code you will see how they are set up. If you right click about 1/8th of an inch above the highest point of each map you can view the source code for the IFRAME contents.

I should mention that if you start checking the other webcam links you will only find 6 or 7 with these IFRAME maps set up. This site is a work in progress! :D
