This shop will only allow you to upload photos no bigger than 400pixels, so if I wanted to put in custom graphics header, for example, I couldn't without having my own web server.Unfortunately, I presently cannot have my own webserver so I feel a bit stuck, as I am using their templates and have few options in customization.

Is there any way that I can get around that limited size, is there free software that will allow me to upload images and embed them up to 1000 pixels too add to the site without having to pay $$$ and affecting the websites structure?

If they say the limit is 400 pixels, you probably need to work with that. If you try to circumvent their TOS / AUP, they will probably suspend your account.
