I'm new at making web pages. So if anyone knows how to make backgrounds or put pictures on the web page please tell me. Thank you.

How to Stop Background Images from Repeating is how to apply an image to an HTML web page (and the image will not repeat (tile)).

The <body> element is the HTML (older / deprecated) way to apply an image to the HTML document.
