I first designed a few sites on my own but now am using templates i have found. It seems to me since there are so many excellent and diverse templates out there why would anyone build there own from scratch? j/w

To be unique. Otherwise, at some point someone will come across your design on another website.
To create a design from the scretch is necessary to for beginners. I think only high proffesionals may use templates if they don't have much time. Even using template proffesional web designer are able to do something especial by adding several touches. It's like if you write code don't use programs like Dream Viewer or similar if you don't know syntax well.
