create text on content graphic

Ive seen the web 2.0 graphics which they have for content, but how do they get the text on them? I know I can add text whilst making the graphic but will I have to make a new one for each page? I know how to do hotspots in FP so there must be a way to put text on a graphic too. If anyone knows please let me know too.

Use the image as a background. It's just like setting a background color for an element with text in it.
