issue with drop down in front of swf file

I have a drop down menu (java script) that needs to display in fornt of an swf file. In order to do this I set the swf to transparent which I thought was working fine (I tested in firefox, safari, IE with no problems) then I got some complaints from a few people that they have to click twice (seems to only happen in IE). I think it may have something to do with setting the swf to transparent instead of actually moving it behind the drop down (which I'm not sure how to do). Any suggestions?

If you are referring to the "Click to Activate" - that will be going away in April. Or use the SWFObject

I didn't even know about this issue, I've always used the standard embed object. Now I'm using the SWFObject and it works great!
