table content alignment

i have a code like this :

I think You might mean how to have those two fieldset at top; if so, add for VerticalALIGNment :

Since the right main-cell beeing higher, due to its larger content,
the one on the left also assumes the same height; as they can not be anything else than "squared" a group.
Netscape Browser for default vertically aligns at middle:
as a result, the right space is all-full and Vertical Alignment does not matter, if top middle or bottom it would be the same;
things work out differently on the left space, where a less-large block floats along an half-empty space.

Or do You mean any other things to get alignment ?
