Safari looks fine IE (on PC) spacing issues

A $20 Starbucks card to the person who helps me getting this working. I am stumped and frustrated. I am a web designer and doing more and more code... so this may be a simple fix for you experts!

On my mac all the pages work well...and look normal.

On the PC however, the spacing at the top is obviously messed up. For the life of me, I can't figure it out. Why is this happening? How can I fix it? Help!
