ebay and html anchors/links

I am trying to make links where people can click buttons like shipping, features etc. and it will jump down to where the information is. I successfully did it in this listing:

The problem is that I am unable to get the buttons to work right away. I have to go back and revise the listing in order to get them to work. This is because the link to the actual item is unknown to me until I list it the first time.

Here is an example of the code I used for one of the buttons in the above listing:

I would like to be able to use these buttons in every listing I make, without having to go back and revise to put that specific link for that item inside the code.

If I try to just put <a href="#condition">, the button does not work. Here is an example of what happens if I don't put the link of the item in the code:

When you click the Features link in that listing, it takes you to the wrong place.

Sorry if this is hard to understand I'm not very experienced with HTML, and I wasn't really sure how to word some of this stuff. Any help would be greatly appreciated, thanks in advance.

Are you creating the name every time? Right now, you used condition, which will go to somewhere in the code that you have
