working with forms: color text and borders

I am doing a form and have an interest in controlling the border style and color around the form and the color of the text within the selectors. Is there a way to do this with my stylesheet?
I am not sure if it can even be done and would appreciate any suggestions or help.

Very easy to do without using tables
