how would you code this in html?

i just wanted some opinions b4 i do something the hard way on how you would go about codeing a layout like this in html .

just tables? or divs?

the plan is to code it in html just to get it up b4 there new location opens and then once thats up start to redo it in flash to have moving clips in the banner area and ect....

i would do it all in flash from the start but, im not a flash wiz just yet and i need to have some sort of back up if i couldnt get everything i want done in a flash version.
