Adding variables to HREF

I'm trying to add code to a button so that the link only works under certain circumstances, is this possible using HTML?

I've created a page on sharepoint that should only be visible to certain users, and permissions can't be set for a single page using sharepoint.

Any help would be greatly appreciated!

Can't do that with HTML only. Possibly write a server-side script or set up cookies for those Users.
