Mass Email Form

I work for a manufacturing company and I am currently working on implementing a page for our Distributors... password protected for use only by our trusted distributors.

One tool that I want to incorporate into this page would be a form that would allow our distributors to email specified pdf's as attachments to their (multiple) customers.

So, ideally this would be a form with the basics... From, Subject, Message...
with the ability for them to include selected PDF attachments AND most importantly the capability for THEM to specify multiple (preferably comma delimited) email addresses into the To field.

I am looking for direction as to how I might be able to create this vision. I have read about JMail, but I don't know the extent of it's capabilities. Any information on how I can create an email form with the specified functions would be appreciated.

you have to use a scripting language as php: search for "php email attachment"
