Frames not showing Scroll bar

help I need some scroll bar help. my frames won't show a scroll bar for some unknown reason.

the page should have a scroll bar and any other page that gets loaded in the main frame won't show a scroll bar either. help please

I was just about to post that I figured out why It wasn't scrolling cause I was useing FixedFrames. but thanks for the help anyways
