PHP that acts like Win32

Forgive me, but I'm pretty new.

At the moment, I'm trying to figure out what language I should code my project in, and I'm not sure what each one can do.

I want my project to look exactly like a Win32 application, and have selectable links that will not bring up a new window, but smoothly output whatever, as fast as Win32. Is this possible with HTML and PHP?

If not, do you have any suggestions ?

Maybe if you add Javascript in it will help.
