How exactly do you write HTML codes?

Is there a certain program needed or something, I'm very new to it and I am seeking help on, at first, how to do simple HTML codes and then I will try to learn how to make more complex ones. Any help is greatly appreciated.

Expression Web is one WYSWYIG editor along with Dreamweaver. There is also Frontpage (which is being replaced by Expression Web. A free one is NVU.
