Question about frames

I have one question about frames.If I have a floating picture in one frame and text in the other frame, will the picture float no matter where you select, the text in the other frame for example?

If you are selecting text in another frame, what does the floating picture have to do with it?

You are going to have to provide some source code or something so we can understand a bit better
