Having trouble with coding to let people download .pdf files

I have been trying for hours to make a particular segment of code to work. I am just about worn out I want to let visitors to my site download some .pdf pamphlets that are histories about the areas I cover. I have included the cover pictures of each manual on the page and I want the user to be able click on the picture and download the files.

Heres the code:

I keep getting all kinds of file not on server errors or a lot of extra code appears on my page. I am at my wits end.
