Hi,
How long will it take me to learn the basics of CSS, enough that I could apply for a job that would like me to be able to navigate within the company website and upload new text?
It depends... I sat up for two days and a night because I decided I was going to learn it one day and it became too addictive
I reckon anybody who knows a little html before-hand could easily get in 3 days to a week. I definitely recommend trying it out. Something I found usefull that maybe you should also take a look at is the CSS tutorial at http://www.w3schools.com
The thing is, once you have learned how to use it you will not stop learning because it is so versatile.
Don't forget. It might seem daunting but thats what these forums are for. I couldn't have done without visiting forums (to let off some CSS anger and frustration usually lol)

Too apply for a job? I would say it would take you quite awhile in all honestly. You need to know the basics of CSS and then be able to code a style sheet and make it work in all browsers - so you need to know all the hacks as well that are available to you
