can't get entire table border to be 1 pixel

I've tried using various combinations of these tags, but I can't get anything other than the outermost border to be 1 pixel black. I just can't get a crisp-looking table. AARGH!

Do I need to specify borders in each row?? Here are the tags I've tried so far, in no particular order. Thanks!

<table cellspacing="0" cellpadding="5" style="border: 1px solid #800000" frame=box rules="all">
</table>

<tr>
<td>cell1</td>
<td>cell2</td>
</tr>
</table>

or set in in a style class (set each td to be border: 1px Black Solid)

That should do it
