I want to use a repeating graphic as an HTML frame border.

I have made a website named http://www.movieguruclub.com with HTML frame. I have a "curtain" type background as surrounding frames, but I would like to add tassels along the bottom or sides of the frames. Is there a way to add a repeating tassel graphic as a frame border?
One of my friend give me answer but it doesn't work. Can any body help me!

You can float one background image left and one right, then set styling for 'background-repeat: repeat-y' for each image.
