I'm want to create a HTML page which uses javascript which reads an RSS file.

In other words I want it to extract and display the info on the webpage, without the tags, which would be displayed in the RSS/XML file.

I want the layout of the page so that the title of each RSS item is in bold, with the description underneath.

Try using something like RSSFeed software.
