I'm a novice at webpage design and SEO. My SEO book tells me that I may need to use nofollow on some of the links on my website http://www.lacyquarterhorses.com . I need to know if this is possible and how to do it with MS Publisher 2003.

Thank you for your attention.

Publisher is not that great for HTML coding and if you are wanting your website to be easily spidered by Search Engines, using Publisher is not the greatest thing.

You might consider Expression Web (free 60-day trial). You can then edit the HTML code to add the attributes as needed.
