How do I drop frames over another in a navigation bar

I'm trying to produce a navigation bar like that in the British Airways web site. I am using Dreamweaver on the Mac. System OSX.

I have produced web sites, so I am not a complete novice, but is this something that can be done relatively easily or do I need to learn some code.

Any pointers in the right direction would be greatly appreciated.

How complicated is the code. Are you able to tell me which comes first the javascript, images or table. Can you point me to anywhere that gives basic javascript lessons.
