Frames: text size optimization

I've got a frames website at http://uwc-ukraine.atspace.com .The thing is that the menu of my website looks properly only when the medium text size is selected from the browser "View" menu. Can it somehow be adjusted that when someone enters my website the text size of his/her browser automatically switches to medium?
