How big should I make my webpage?

Most monitors out there are configured for 800x600 pixel resolution. There will be other settings but in most cases people tend to keep there default settings of 800x600.

It stands to reason that you should limit the width of your webpage to 800 pixels. By using <div> or <table> tags you can center the entire webpage on the available width for those with 800x600 or higher resolution settings.

Most people are quite comfortable scrolling the length of a page but don't get carried away. I personally prefer pages that display entirely within my viewing surface.
