a frame ... like in some sites where the main part of the site is opened in a frame so that your navigation bar is always there?

The site at the URL you posted uses tables, not frames.

Glad to help. Take a stab at setting up your own page with tables but check back with us if any of it gives you trouble.

It would help if you looked at the source code (print out a copy) of the page format you liked. See how they structured the table.
