I cannot save images on a web page(I am new to html).The procedure I take is ..save picture as...create new folder...name new folder...file name...bitmap.......open my documents..goes to windows picture fax viewer.

Try clearing your internet cache. When you can usually only save images as a bitmap, clearing your cache will fix this problem
