resizing image in frame?

hey i just recently set up a frame page as an image gallery, with one of the frames holding thumbnails which link to pictures that are displayed in the main frame.

the code i used is this:

<a href="MY PICTURE" target=PICTURE>
<img src="MY PICTURE" height="90" border="0"></a>

however, the pictures are higher quality, which means that they take up almost twice as much space as is available in the main "picture" frame. this makes it hard to see the picture as a whole since you can only see about 1/4 of it at a time. i was wondering, what can i do to resize the image to fit the frame window?

i attempted to change the height by adding "height='XXX'" to the <a href> code, but it didn't change anything
