When we use the term "server" we are talking about the software, not the hardware. In fact, with a static IP, you can operate your own web server, FTP server and POP Mail server from your own home. Its not "a kind of server" - they are servers in every sense of the word.
But for every server you install you create a back door (open ports) to your computer for hackers to access so bone up on your security knowledge and lock it down as best you can. I watched someone trying for two days to hack into my personal servers. I finally pinged him/her and they dissappeared.
And yes! If you shut down your computer then your servers are down as well. It would be like someone pulling the plug on AOL. All those websites would be down as well.
