How to make a fullscreen popup FRAME ?? (NOT POPUP WINDOW)

Hi experts,
Ive been struggling for this forever.
I want to click on button on my website, and a transparent popup mask/frame effect will appear with my content on it.

EXAMPLE:

http://www.panic.com/coda/
(click on "DOWNLOAD" to see effect)

ANY IDEA??

If so, would it be more complicated if i wanted to use a flash button to open the script?

Would it be possible to use a <div> instead of a frame?

If you take a look at the source code, you will see they use a combination of JavaScript and CSS actually, not HTML to create that effect.
