Href Title Tag

I have ran my website through a meta tag anaylizer and fixed all of the errors except one. It states that the " href title tag is missing or not properly formatted". I have no experience with this type of tag and have not found any information that explains how to do this tag correctly. Is this tag required, before the website will be accepted by the search engines? or can I ignore this problem?
