Problem with New page code

i am having trouble making this code a pop-up i want it to be clicked and open a new window but i can only get it to open in the same window if theres someone that could help me i would be very grateful here is what i have so far if you could just tell me what to add

You could use the atribute ' target="_blank" ', although be aware that this is DEPRECIATED and therefore is not valid XHTML. So, if you're use HTML 4.01, you're fine.

That page mentions how to can use JavaScript to do it COMPLETELY valid for XHTML, but I personally don't understand it. Go ahead and take a look.
