hi. I have a website and I'd like to start and email list. What I'd like is an input field for their name, and an input field for their email. I would rate my html skills as a beginner so would something like this be too advanced for me? If it's not can someone give me some assistance in how to create this? I use microsoft expression web. Thanks

You will probably want to use a server side language (ASP, PHP, .NET). Expression Web 2 will support PHP better.

But these emails / names will be stored in a database. Check out Hotscripts for some newsletter ideas.
