I know a few people have posted questions like this and I've tried following the advice given to those, but this ones being real stubborn.

Also...im only a beginner Smile

(Im unsing Dream Weaver)

I have a single cell table with a back ground image in it. Over this there several images (rollover links) that are position: absolute and are set in there relavtive places in relation to the back ground image. To stop the background image and table resizing with the browser window Ive set the <td> to position: absolute as well.

However the browser sees the background image in a different spot to DreamWeaver so to line up all my images I have to keep previewing them, not relying on the Design View tab.

Is this meant to happen this way?

ta!

Yes. And if you view that page in a different resolution, chances are it will be seen differently as well.
