Table not closing up to top of scroll bar

hi, im not a pro at this stuff, but i kno abit about webdesign but its not my strongest point

im currently makeing a website for my uncles business, the only main brain ache iv ran into so far is getting the writing in the right place, the writing needs to be in a scroll bar, like i have done, so the user can scroll up and down to read the writing keeping it neat.

but when i drop it into the scroll bar, the writing locks directly to the side and top (Example below)

so to get around this problem, i inserted a table into the the scroll bar, giving it some space tgo breath, the gaps on the outside of the writing is just about perfect, but the gap under and above the writing is to big, (example below)

i need to knock it up about 1cm - 1.5cm

its no where near finished,

if anyone could shed any light on what i need to do would be great
