banner codes

I have a new website that I'm trying to market and promote through banners and links. I recently put a banner code on my website but it doesn't seem to want to load properly. Here it is:

Now this is the exact code from the website I got it from and it seemed to work before, but seens like it's not now. Is there anything wrong with it? Are there any correections I need to make to get it to work?

sticks464, may I ask you for more help on the other codes I'm having trouble with so I can work out any other bugs that may come up? I hate to ask, but I'm so new to this code thing I don't really know what I'm looking at yet to make neccassary corrections, even though I feel I shouldn't have to make the corrections in the first place. The codes are supposed to be ready made according to the selections I make. Confused

Here is another example. The first is a link exchange (or is supposed to be) and the sencond is a banner. I think the link exchange is ok, but I don't know how to check it to be sure my link is on their site? I checked this banner against the other finished example but couldn't see any real differences. I need a trained eye to tell me if there's anything wrong with either of them. Thank you in advance.

As far as I can tell Booble.com is working fine. But reading their statement for link exchange submission

ok, what does IE stand for? isn't there a general code, or does it have to be specific, that works with everything? getting tech customer service with the sites I've been dealing with act like I should already know what I'm doing, even after I tell I'm new to the whole hmtl thing. I need major help (I think)getting all this code to work. It's mostly repetative for the different promotions and links, but to make it a link exchange I thought more code was needed. I need a tutor for much of this and help me get it done and done right to get the website running the way it should so I can start making some money. Can you help me with this or recommend someone that can help me? You seem to know what I need to learn but I'm not so good with the printed word, it lacks the tones and volume of speech. Should I just copy/paste all the code I have on my site so you can look at it and tell me what's wrong so I can correct it, reload it and finally get my site to work? Then I'll just follow those examples in the future.

How would I make a long link code string look like a shorter link and put them into even columns? For example:
|fling.com|alt.com|
|abcd1.com|abc.com|
| " | " |
and have maybe 3-4 rows of columns. I seen this on one site that was weirdly all green, and I don't know what the person did to get the rows of columns??? I can't do it with just typing, it doesn't come out right, but you get the idea.
