if using tables can i still create a navigation bar and have pages open up internally on my website?

im so confused. im pretty sure i hate frames.

Tables ARE BAD except when you want to present tabular data. They went out in the late 1990s being used for page layouts. Frames are ok if you know how to code them properly. The following will give you better guidance on making web pages...
