why don't you have a try on "Sothink DHTMLMenu builder"? i've used it and it seems good.
you can get it on "http://www.sothink.com/webtools/dhtmlmenu/index.htm".

You could also try WebDDM - it's free, and it's simpler to use than any of the above software. Even so, it has a lot of features, and some that those above don't even have.
